UPDATE ON THE COUNTY COUNTY HUDSON RIVER PROJECT

Saratoga County still on target to develop a water system that will take water from the upper Hudson River at Moreau distributing it along a pipeline that will extend to Malta. The County Water Authority has received its all of its water supply permits and anticipates that it will begin pumping water to customers–December 2009. The Treatment Plant should be completed – July 2009., Bids came in substantially lower than estimated bringing the total project down to $67 million instead of the original $76 million..

All but 5 miles of the 28 mi. pipeline running South through the County has been completed. The pipeline could provide water to Moreau, Greenfield, Wilton, Saratoga Springs, Milton, Ballston Spa, Malta, and Clifton Park and will be the primary source of water for the AMD Chip Fabrication Plant expected to go on line at the Luther Forest Technology Park by 2012. Currently, Ballston, Wilton and the Luther Forest Technology Park have committed to purchasing water.

The Board of Supervisors’ newest financial plan calls for the Water Project to be 100% user paid. It calls for the County to loan the Water Authority 4.8 million dollars at 4% interest. Contracts for 3.2/mgd have been signed between the County Water Authority and SEDC, the Towns of Ballston and Wilton. Financing includes $33,000,000 secured by Senator Bruno in grants and loans from New York State and up to $10,000,000 in low cost loans from the County. The bonding of $34 million dollars has been executed at a rate below 4%.

The County Water Authority: is made up of, Waterford Supervisor Jack Lawler, Chairman, Clifton Park Supervisor Anita Daly, Vice-Chair. Malta Comptroller Kevin King, Treasurer, Other members are Ballston Town Councilwoman Mary Beth Hynes,; Wilton Supervisor, Arthur Johnson, former Stillwater Supervisor, Greg Connors, and President .and CEO of The Adirondack Trust Company, Charles Waite.
